Govt opts for guest teacher

[caption id="attachment_17351" align="alignleft" width="130"]Theacher Theacher[/caption] Bangalore, Dec 15, 2012, DHNS:As thousands of part-time teachers await confirmation of their services, the government has devised a much cheaper alternative to fill 4,000 regular teacher vacancies in schools across the State. It has decided to recruit “guest teachers” on the lines of guest lecturers in college, paying them a paltry monthly salary of Rs 5,500. The government has already identified such vacancies in many districts. Apparently aimed at cutting costs, the move throws to the wind, the oft-quoted official proclamations on boosting the quality of primary education in the State. “There are 11,000 vacant positions for primary teachers in the entire state and 4,000 vacancies have been identified to be filled with guest teachers. This is the first time such a system has been envisaged,” Primary Director (Education), Department of Public Instruction, Dev Prakash, told Deccan Herald. The idea of guest school teacher was mooted by Minister for Primary and Secondary Education Vishweshwara Hedge Kageri six months ago. In an order dated November 2, 2012, the government has now directed the education department to fill these vacancies till the limit of 4,000 has reached or till April 4, 2103, whichever is earlier. The teachers who will be appointed for the guest job will come from the districts concerned and with necessary qualifications. They will, however, be appointed on a temporary basis for a period of three to four months. There is no chance that these guest teachers will be regularised as full-time staffers. Clarifying on their status, Dev Prakash said: “Although recruited on a part time basis, there will be no possibility for such temporary guest teachers to be made permanent as the process to recruit permanent teachers will simultaneous go on,” he said. Salaries for the guest teachers will be borne by the various education departments in each district. Yadgir district has the highest number of 450 vacancies identified for the guest teacher posts. Four hundred more vacancies are identified in Chikkodi, while Raichur district has a total of 300 vacancies. Bellary, Gulbarga, and Chikkaballapur have 270, 230 and 210 vacancies respectively. However there are no such vacancies identified in districts such as Dharwad, Haveri, Udupi, Bangalore South and Bangalore Rural. The appointment process will start within a month, according to the director.
