Appeal Regarding Uploading Details on the UMEED Portal

New Delhi, October 19, 2025 : As you are all aware, the most critical and sensitive issue the Muslims of India are facing presently is the protection of their auqaf and its properties such as mosques, madrasas, khanqahs, graveyards, dargahs,imambaras, and other waqf properties. The Parliament has passed the Waqf (Amendment) Act, 2025, under which as per section 43 all “registered auqaf” which are “registered” earlier are deemed to be registered, but as per section 3B their details and particulars “as existing today” are mandatorily required to be entered and uploaded on the UMEED (Unified Minority Mapping and Empowerment for Education, Employment, and Development) Portal. The All India Muslim Personal Law Board (AIMPLB) is challenging the constitutionality of this law before the Supreme Court of India. Although the Supreme Court has granted temporary relief regarding certain provisions, it remains insufficient for the comprehensive protection of auqaf. The Court has not stayed the uploading of details as required by section 3B on the UMEED Portal and it is required to be done before December 5, 2025. The AIMPLB has already approached the Supreme Court seeking an extension of this deadline, and the matter is currently under consideration. Time is running short, and across the country, the details of auqaf and its properties “those already registered” and “as it exists” with State Waqf Boards—must be uploaded now on the UMEED Portal. Therefore, it is earnestly requested that all Muslims urgently focus on ensuring the uploading of their auqaf and its details including properties, which are already registered and recorded, in their respective regions. Failure to do so may place such auqaf and its properties such as mosques, graveyards, and other religious endowments at serious risk and may be losing their status of being “registered auqaf”.
I hereby make a heartfelt appeal to all members of the All India Muslim Personal Law Board, well-wishers of the community, national, religious and social organizations, scholars, imams, and community workers to immediately establish Help Desks in their respective areas to facilitate the uploading of details and its particulars, of their “registered auqaf”, as required on UMEED Portal. If such uploading is not completed by December 5, 2025, mutawallis (caretakers/custodians) will be required to approach tribunal and seek extension and for such failure may face penalties, and future uploading may become complicated or even impossible. Therefore, it is strongly advised that such Help Desks be managed by individuals with technical expertise. The AIMPLB has already constituted State-Level Committees for the Protection of auqaf, which are working to establish Help Desks and provide training for uploading on the UMEED Portal. However, it is essential that this initiative be extended to the district, tehsil, and block levels, as the available time, if not extended, is extremely limited. Hence, I urge all Muslims, particularly influential community figures and social workers, to expedite uploading on the UMEED Portal. Once the uploading of any auqaf is completed, its records should be safely preserved, as it shall be treated as registered under the amended Waqf Act i.e UMEED. In cases where difficulties arise while uploading, such problems should be documented and reported in writing to the concerned Waqf Board Office so that legal or judicial remedies can be pursued accordingly.

Once again, all Muslims across India are urged to ensure timely uploading of their auqaf and its particulars including properties such as mosques, madrasas, graveyards, and other waqf properties in their villages, towns, and regions. The AIMPLB, In Sha Allah, will continue to guide the community through videos, Help Desks, and advisory support, and will strive to address any difficulties or technical issues faced during the process.

UMEED Portal in a systematic and organized manner, so that the protection and preservation of auqaf can be ensured.
